The Hire UP Pilot Program was established June 30, 2022 through Assembly Bill No. 183, codified in Education Code EDC 78080-78084, to provide stipends to formerly incarcerated students, CalWORKs recipients, and former foster youth to help them meet the true cost of college attendance, and gain clear access to credential programs and workforce support needed to enter, participate, and succeed in California’s economy.
Qualified students can receive stipends up to $5,120 - $10,240 per semester.
Student Eligibility
For a student to participate in the Hire UP program they must meet all of the following eligibility criteria:
- U.S. citizens, eligible non-citizens or exempt from paying nonresident tuition per 68130.5
- New or continuing student enrolled in a certificate or degree program
- Maintain at least half-time enrollment in a certificate or degree program
- Must submit a FAFSA or California Dream Act Application and complete the financial aid application process
- Remain in good academic standing per college policy
- Agrees to share post-pilot employment and or further education information
- The student has self-certified they have been released from incarceration within the last three years
- Student is a current participant in
- the Rising Scholars Network (or another dedicated reentry program);
- OR is a CalWORKs recipient;
- OR is a former foster youth.

Julius B. Thomas Memorial Scholarship
Bio: Julius B. Thomas served as a Counseling Professor at Rio Hondo College for 22 years. During his tenure, he poured his life’s calling into the students he served. Regardless of ethnicity or age, he saw the potential in each individual. Julius taught an introduction to college course for several years of his tenure. While providing instruction and individual counseling to his students he developed a trust that surpassed his wildest expectations. Students, current and former, would direct their friends to take Mr. Thomas’ course or see him during a counseling appointment. Even parents that he encountered would send their children to see him regarding their higher education aspirations. No student’s goal was too impossible to reach with appropriate planning and encouragement. That was always Professor Thomas’ desire. To meet each student where they are and plan and encourage them to take the journey of 1,000 miles to their desired goal.
This scholarship has been created to keep Julius’ passion alive into perpetuity. He understood the importance of completing a college education for all people and the financial obstacles that distract students from reaching their desired goals. Julius was also known as a snazzy dresser.
He was always fashionably dressed for the profession. At times he would give away many of his suits to students to enhance their wardrobe when an interview was coming up.

SFRF Emergency Financial Aid Assistance Grant
The SFRF Emergency Financial Aid Assistance Grant can help you with support for course materials, food, housing, technology health care, child care, or other unexpected expenses related to the disruption of campus operations due to COVID-19.
Students must meet the following eligibility criteria:
- U.S citizens or eligible non-citizens
- Demonstrate an emergency financial need
- Qualify as low-income by meeting the requirement to receive a California College Promise Grant (CCPG)
- Earned a 2.0 grade point average at their current or prior institution in one of the previous three-semester terms (or four quarter terms) OR Is a student receiving additional support or services through a community college’s Disabled Student Programs and Services.
- Currently enrolled in at least 6-semester units (or the quarterly equivalent). This includes newly enrolled students.
